Theme
1. The People’s Association (PA) is looking for an original song that captures the experiences and joys of living together as one, in our unique multi-racial multi-cultural Singapore community. The lyrics should be catchy, easy for the community leaders and the residents to remember and sing.
2. Entries for the PA Song should meet the following requirements:

2.1. Lyrics can be in any of the four official languages (English, Mandarin, Malay, Tamil). If the song is composed in languages other than English, the lyrics must be accompanied by a translation of the song in English;
2.2. The song should not be longer than three minutes; and
2.3. The song, as a whole, should be an original composition, unpublished and has not been performed.
Song Category Prizes
3. The winning composition of the Best Song Category will be announced during the Final round of judging. The Most Popular song will be based on the highest number of online votes and the result will be announced during the Semi-final round. To qualify in the Most Popular song category, a minimum number of 50 votes will be required. Each email address is entitled to one vote per song (up to a maximum of five songs). The Most Popular Song will be qualified for a place in the top ten songs to be presented during the final.

Judging Criteria
4. The judging criteria for the Best Song Category are as follows:
· Lyrics (clear, relevant, grammar, phrasing)
· Melody (fits lyrics, musical phrasing and style)
· Creativity / Originality
· Communicative quality (easy to sing and can be translated into other languages)
· Able to evoke feelings for and of the community, regardless of the language used.
Eligibility & Entry Procedures
5. Before submission of entry, participants should have read, understood, and agree to abide by all the Terms and Conditions of the Competition and the Terms of Use. These shall be binding on all participants at all times. Your attention is drawn specifically to the issues relating to Intellectual Property Rights in the submission as expressly provided in the Terms and Conditions of the Competition and the Terms of Use.
6. Participants must not submit a song on behalf of another person. Participant can submit only one song.
7. Entry must be submitted online at PA song writing competition website PAsongcontest.sg. The submission should include the following:

7.1. A clear, audible and non-distorted CD recording of the composition that is with singing accompanied by musical instrument(s) (preferably piano, guitar or other instruments)
Audio Format - .mp3, .aac and .wav
7.2. Lyrics and basic chord chart (music score where possible)
File Format - .doc, .jpeg and .ppt

8. Songs which are submitted will not be available for online streaming by the public in SoC site immediately. Songs will be available for online streaming* depending on the submission dates as follows:

9. If participants are unable to submit their songs online themselves, they can come to the People’s Association Headquarters on these dates for assistance in submitting their song:
24 January 2010 (Sunday), 10.00 am to 1.00 pm at Conference Room 1; or
30 January 2010 (Saturday), 1.00 pm to 4.00 pm at Conference Room 2

10. All entries must be submitted before 5.00 pm on 31 January 2010. Entries or re-entries received after the stipulated date and time will not be considered. Please note that proof of physical mailing is not proof that we have received the entry. Only successful participants will be notified. All submitted materials will not be returned.
11. The organising committee members and the Judges and/or the immediate family members of Judges will not be eligible to participate in the PA songwriting competition.

12.1. Seek assistance from prominent musical experts, community leaders and PA staff in the short-listing of qualifying entries.
12.2. Amend the rules and conditions of the Competition at its discretion with or without prior notice.
13. The decision of PA is final. Appeals and/or reviews will not be accepted or entertained.
Notification
14. Successful participants will be notified by email and post as follows:
16 March 2010* - Notification of nine short-listed songs and the most popular song for presentation and judging at the final round.
Final Round
15. Failure of shortlisted participants to turn up for the final round of judging will result in disqualification.
16. The following basic band set up will be provided for during the final round:
